Acrimonious Bureaucracy

In Indian system of governance, cabinet is final authority for all administrative matters. higher bureaucracy plays the second fiddle only. Indian constitutions gives some guarantee to the service condition of the incumbent but nothing like independent decision, Higher bureaucracy formulates and advises; Cabinet make final decision. The next job of bureaucracy is to monitor execution of approved schemes.

Similarly higher state administration formulates policies relating to state- subjects and only after the approval by the state cabinet ,decisions percolate to lower bureaucracy for execution.

At the execution level, bureaucracy have two types of powers one quasi-judicial and the other administrative. While taking quasi-judicial decisions bureaucrat may Hayabusa some independence.

But administrative bureaucracy has to execute approved decisions h per procedures laid there-in. Daviations are very seldom to find. If in crisis ,any decisions are taken otherwise, have to be approved after implementation, by appropriate authority. situations

Bureaucracy is to be blamed for themselves for their downfall in public esteem for, some personal pecuniary gains most of the higher and lower bureaucracy have become spineless and they are signing on dotted linee drawn by political bosses. When the system is corrupt, more vigilance means more corruption. Sometimes a part of establishment, it has become helpless, silent spectator now.
